Bio

Dr. Bo Shen is an Energy/Environment Research Scientist in the International Energy Analysis Department of the Lawrence Berkeley National Laboratory (LBNL), a U.S. Department of Energy national lab managed by the University of California, Berkeley. At LBNL, Dr. Shen pursues research on assessing and developing strategies for decarbonizing current energy systems through promoting energy efficiency and other demand-side solutions and advancing renewable energy, with a special focus on the U.S. and China. His research work covers a wide range of areas including energy efficiency policy and governance, techno-economic analysis of efficiency improvement and pollution reduction measures, energy management system, distributed energy resources, demand response, power market reform, green financing, carbon pricing, and emissions trading.

Dr. Shen has over 25 years of experience working in the energy field. Prior to joining LBNL in 2010, Dr. Shen led the China Energy Efficiency and Demand-Side Management (DSM) Project at the Natural Resources Defense Council (NRDC) where he worked with partners in providing policy support in facilitating energy efficiency improvement at the national level and designing and implementing DSM programs at the subnational level. Prior to NRDC, Dr. Shen worked for 8 years as a Senior Public Utilities Analyst at the State of Delaware on a broad range of policy and regulatory issues related to the public utilities and power sector. Dr. Shen has also worked as an international consultant for the World Bank and the Asian Development Bank, respectively, in a number of their technical assistance projects.

Dr. Shen has authored more than 50 refereed journal articles and peer-reviewed conference papers. He serves as an Associate Editor for Wiley Interdisciplinary Reviews: Energy and Environment. Dr. Shen received a PhD from University of Delaware in energy and environmental policy and a M.S. degree in Science & Technology Studies from Rensselaer Polytechnic Institute (RPI). He also has a MBA in finance/economics and a B.S. in mechanical engineering.
